CHF MAKES PROPOSED CHANGES TO THE SHRA

Bill 140, Strong Communities Through Affordable Housing Act, 2010 to repeal the SHRA. Status: Bill 140 received Royal Assent on May 4, 2011

Ken Hummel's comments:

The Ontario Region of CHF Canada ("CHF") has a campaign calling for major changes to the Social Housing Reform Act, 2000 ("SHRA"), and give co-op members much more control of their housing co-ops. This campaign is mostly focused on reducing  accountability as stated in the SHRA for Ontario Non-Profit Housing Co-ops.

It appears most of CHF and its Member efforts in lobbying for changes to the SHRA was done between April 2004 and March 2006, and seemed to run out of most of its steam but 3 years later the CHF Ontario Council held a meeting with Minister Watson back on March 4, 2009.

An argument can be made that the SHRA is holding Co-op memberships' and their Co-ops Accountable. Case-in-point: The membership of Thornhill Green Co-operative Homes. It is noteworthy that the board of directors hired a management company to manage the business affairs of the Co-op, but ultimately it was the Co-op board of directors and membership that had the authority in running Thornhill Green Co-op, and that Co-op went into foreclosure, was sold and no longer exist. York Housing Incorporated now owns the Real Property.

The Co-op membership have a duty and obligation to practice Good Governance and Management. Co-ops that are well Governed and Managed by its membership are in compliance with the SHRA. Co-ops with a membership that choose to ignore or refuse to practice Good Governance and Management may be in violation of the SHRA, and are placing their Co-op Homes at risk to falling into receivership, restructuring or being sold.

It should be unreasonable to expect Taxpayers to support a failing business or business such as a non-profit housing co-operative with unlimited funding or at any cost.
