"The purchase price was not released, Mist Holdings paid in cash"..."The sale "does not contemplate" Crystal Heights continuing as a non-profit housing site or co-operative."...

"Housing co-op owes millions"


"Canada Mortgage and Housing Corporation is trying to sell a Sault Ste. Marie housing co-operative and recoup some of the nearly $5 million it's owed."


"Pricewaterhouse Coopers became the court-appointed receiver and manager for Crystal Heights Co-operative last September."..."includes 60 units made up of 32 apartments and 28 townhouses."


"Pricewaterhouse Coopers found rents charged by the co-operative "are significantly below market," and include heat and electricity. Utilities are typically not included in rent costs, the receiver says."


"Crystal Heights was listed for sale this spring after no other housing co-op or municipal housing provider expressed interest in the property."


"In a statement of facts filed with Ontario Superior Court of Justice in September 2015, CMHC says it is owed $4.8 million by Crystal Heights."..."CMHC has informed the receiver that Crystal Heights had not made any payments of principal or interest to CMHC in respect of the mortgage since 2001," states the first report from Pricewaterhouse Coopers in November 2015. "The lack of funding was attributed to poor management including insufficient monthly occupancy charges to residents to fund mortgage payments and other obligations for operating costs and a reserve fund for capital improvements"...


"The co-operative has "persistent corporate governance deficiencies" and no proper board of directors since 2001. "As a result, board meetings and annual general meetings with the co-operative's members have not been held on a regular basis since at least 2001, "the factum reads."...


"CMHC made every effort to improve the financial viability of Crystal Heights Co-operative before this decision was made (to sell). In this case, a solution at a reasonable cost to taxpayers could not be found."...


"A sod turning ceremony in December 1981 included the participation of city politicians"..."Construction cost was $3.68 million. A ribbon cutting ceremony marking building completion followed in August 1983."
